With my setup, it's like this
# cat /proc/cpuinfo | grep processor
processor       : 0

# xm vcpu-list 0
Name                                ID  VCPU   CPU State   Time(s) CPU Affinity

Domain-0                             0     1     -   --p     579.8 1

the benefit is that I can hotplug other cpus to dom0 if necessary later.
