Great thanks Stefano. I tried bridged, routed and NATted using the xend-config.sxp.
It doesn't change it's message -

I am sure there is something wrong with this one:-

I am using the newly availed static IP Address itself as name server. Should this work?
What is the ideal way of assign a domain a static IP Address?

Thanks and regards

Ok. Yes, my vm is paravirtualized too, not HVM.
Talking about your Level 3 configuration, I remember that just a couple of month ago I helped a friend of mine that had bought a VPS from a french provider that offered the same policy: one main static IP and another one as a "reserve" that he wanted to use as the main IP of his VM. I'm not sure of what kind of policy they implemented about MAC addresses, but I remember that we were able to install the VM simply assigning the IP+subnet+GW as specified by the provider. Still need to investigate. I think also that trying routed configuration should not to be a pain, as I can remember it should work only by changing the xend-config.sxp config file. Rebooting Xen (if you can do that...) and configuring the 2nd IP should do the trick.
I'll ask my friend about this, and I'll give you a reply as fast as possible.

Regards,
