I just checked the system and there isn't an option in the BIOS to enable/disable no execute. /proc/cpuinfo on the dom0 shows that it's supported a supported feature of the CPU so I am assuming it's on by default in the BIOS. I should have mentioned that dom0 is 64bit and that I have tried both a 32bit and 64bit domU, neither of which work. Thanks for the suggestion.
