If you want a separate route towards your iSCSI target then do exactly that: include eth1 in /etc/network/interfaces. Specify its IP and netmask there, but no gateway! If you share a subnet with the iSCSI target in vlanXX then you are done. If not, you need to set up an explicit route in post-up (see man interfaces).
