oh, your config is slightly outdated ;) the cdrom='' statement is obsolete.
use the disk line instead, like:

disk = [
        'file:/root/xenimages/WS128.img,ioemu:hda,w',
        'file:/tmp/en_windows_server_2003_standard.iso,ioemu:hdc:cdrom,r'
        ]

on recent xen versions, i prefer:

disk = [
        'file:/root/xenimages/WS128.img,xvda,w',
        'file:/tmp/en_windows_server_2003_standard.iso,xvdc:cdrom,r'
        ]
