The easiest way is to use a distro that comes with Xen 3.1 as dom0. In 
my setup I have RHEL 5.1 64bit (Centos should also work). Dom0 has 
xen-3.0.3-41.el5 and kernel-xen-2.6.18-53.1.4.el5 rpm. Don't let the rpm 
version number fool you, it's based on xen 3.1 (see output of xm info). 
In this setup RHEL 4 32bit works fine with its own kernel-xenU rpm 
(using pygrub).
OpenSolaris domU is another story though. You need some additional 
tweaks for that :)
