Xend probably got upset by something.  /var/log/xen/xend.log should give more 
information.

You say you're using 3.1 and 3.0.3.1; installing multiple different versions 
of Xen can be a bit hairy, since the Xend and Xen versions have to be 
matched.  Are you sure that the correct Xen / Xend pair are running?

A common cause of this error is when folks forget to reboot into a Xenified 
kernel - I take it you've done this? ;-)
