Yes, that's "normal". Try setting "usbdevice=tablet" - this will change your "mouse" into a "pointing tablet", which has the difference to the machine that it's giving ABSOLUTE rather than RELATIVE coordinates, which in turn is better because the device model is getting absolute coordinates when it's READING the current mouse position - and to reverse the absolute to relative doesn't work very well as the accelleration [1] gets all messed up [1] if you move the mouse quickly it moves further than if you move it slowly for the same actual travel distance, and this is calculated based on the actual movement and the timing of the "movement messages".
