I had similar problem

I had set MAC of guest OS in the manner given.
 My host & guest OS - SUSE 10.2.
Host OS scenario - Config file for guest OS vm2 which is present in /etc/xen/vm named as vm2. I had set the MAC as 0A-xyz & bridge as xenbr0 in vm2 .
 
Guest OS scenario - Network interface config files resides (in case of SUSE) in /etc/sysconfig/network/scripts/  
Culprit was the file named  " ifcfg-id-06-xyz "   (xyz refers to HEX address for MAC)
 
There should have been file named ifcfg-id-0A-xyz in above mentioned path.
I done that & ?restarted the machine? & now I got my xen networking really working fine. Little config file issues can cost you lot of trouble.
