In that case it's not "supposed to work". The code to implement HVM save/restore was introduced into unstable a few weeks back. It works most of the time at present, but there are a few bugs to fix still - in particular, fixing that a domain may be in the middle of a IO transaction when it gets stopped - the current code in xen-unstable isn't coping with this very well... There is work in progress to fix this...
