Do basic NTP troubelshooting.

Time off-by x hours is usually TZ related. I've found my domu's need
cp --reply=yes -p /usr/share/zoneinfo/America/Chicago /mnt/etc/localtime
This is for a Red Hat system in the US, though - I don't lnow if
debian does the same...
