If you want to have virtuozzo like ramming, then why not use openvz. Have a 
machine with xen and one with openvz. Have friendly customers on openvz, with 
lots of burst. Host the not-so-friendly customers on xen, with rigid ram and 
swap. This is what we recommend to our customers.

 Making something that it was not originally meant to be is fun. But if you 
have real customers who are paying you real money, I would say, that's pure 
madness.
