It is theoretically possible to "hide" the fact that the processor
supports AMD-V (SVM), but it's not going to actually disable the
feature, just make CPUID not publish it... Which could be used in a BIOS
as a disable feature, as any well-behaved software should check CPUID
before using non-standard CPU-features. 

AMD doesn't have VT - that's the Intel term... Can't have the same name
for the same functionalite ;-)
