[Xen-users] Cannot allocate memory

What is the reason for this error ?

# xm create -c test-user189.cfg
Using config file "/etc/xen/test-user189.cfg".
Error: (12, 'Cannot allocate memory')

According to xentop I there is about 14GB of memory available.
It is amd64 system (running in 64bit mode). Where should I look into ?
