Did you build and install both a hypervisor and a xen enabled vmlinux? Can you post your elilo.conf and console boot log? If xend won't start, it seems like maybe you're not really running dom0. You should get a lot of lines starting with (XEN) early in boot, which should be easy to spot in the console log (note these won't show up in dmesg from linux). You should also have a /proc/xen directory and /proc/interrupts should look a lot different if you're successfully running dom0.
