    My reproducing env is below:
Platform : IA64
Xen0 : RHEL4u3 IA64 with 2 CPUs
Guest os: RHEL4u2 VTI
PAL: 8.15
Xen package: 11824
xen0's sched: credit
VTI config files: vti1.conf & vti2.conf (both set with vcpus=2)

    I use this shell script to test for 30 times. Then I reproduce this
issue:

[..]# do
[..]#     xm cr vti1.conf; xm cr vti2.conf
[..]#     sleep 20
[..]#     id=`xm list | sed ne '$'p | awk '{print $2}'`
[..]#     xm de $id
[..]#     id=`xm list | sed ne '$'p | awk '{print $2}'`
[..]#     xm de $id
[..]# done
