With Cset 10684, VTI domain creating does well.

Hi, 

    When I created a VTI domain with Cset 10690, it failed. Xen0 seemed
to hang just 2 or 3 minutes after VTI domain's creation. Xen0 did not
totally crash because I could ping its IP address. But it could not do
any thing else at all. Do you meet this in that Cset 10690?
