[Xen-ia64-devel] PATCH: remove kludge in Makefile to build asm-xsi-offsets.h

Hi,

because asm-xsi-offsets.h is used by only a few files the kludge to build it 
(sleep 1 and touch) is not necessary anymore.
This makes the Makefile a little bit more understandable and avoid some 
failures I got recently (make clean was necessary).

Also add more files to HDRS.

Tested by compiling + dom0 boot.
