Hi Tristan,
    I reboot my machine with your configuration. Cset is 10022, when it booted 
up I find only one cpu in the /proc/cpuinfo. But "xm vcpu-list" showed me:
Name            ID  VCPU  CPU  State  Time(s)  CPU Affinity
Domain-0           0     0    0   r--           317.9   0
Domain-0           0     1    -   --p     0.0   any cpu

Very strange it is! Why they are different?

Yes, the default is 1 cpu.
You should add dom0_max_vcpus=2 in xen part of command line.
