No, it doesn't work. I think since XEN_PRIVILEGED_GUEST depends on XEN (default yes), it always gets turned back on when running make oldconfig. If you remove the XEN_PRIVILEGED_GUEST from arch/ia64/Kconfig but set it =y in the config file, 1) it disappears from .config file after make oldconfig (which is bad because it is needed for dom0), and 2) CONFIG_VT doesn't seem to get turned on anyway! I am bewildered...
