Tested and checked in to xen-ia64-unstable.hg with minor
syntactic changes in efi.c (ifdef XEN).

Please remember to mark all changed code in files in linux-xen
directories (e.g. with an ifdef XEN or XEN in a comment).  I
spent a lot of time tracking these down when I was rebasing
to 2.6.13.
