[Xen-ia64-devel] Fix for xc_linux_build()

With the latest xen-ia64-devel, in xc_linux_build(), the flags field of 
the vcpu_guest_context_t is not getting set; this results in failures of 
DOM0_SETDOMAININFO on non-vmx hardware.
