I might miss something, but if CONFIG_ARM_VIRTUAL_IOMMU=y and we have SMMUv3 the dom0less domains "without passthrough" will fail to build.

arch_parse_dom0less_node() sets viommu_type for every guest. But CDF_iommu is only set when passthrough = "enabled" or the node has a multiboot DTB. So a plain guest without passthrough is therefore rejected here.
