I'm observing in these distros that

 > # CONFIG_XEN_PVH is not set
 > CONFIG_XEN_PVHVM_GUEST=y
 > CONFIG_XEN_PVHVM=y

Which makes CONFIG_XEN_PVH defaults to n.
