[PATCH v8 4/6] xen/riscv: make zbb as mandatory



According to riscv/booting.txt, it is expected that Zbb should be supported.

Drop ANDN_INSN() in asm/cmpxchg.h as Zbb is mandatory now so `andn`
instruction could be used directly.
