Removed libxl__qmp_cpu_add since it's not used anymore. `cpumap' arg of libxl__set_vcpuonline_xenstore is constified. The QMP command "query-cpus" is going to be called from different places, so the algorithm that parse the answer is in a separate function, qmp_parse_query_cpus.
