I will ask... Thanks, Julien, you have found enough for me to identify the problem. According to snapshot.debian.org, at 2019-02-06T21:13:14, the file http://ftp.debian.org/debian/dists/jessie-backports/main/binary-arm64/Packages.xz mentioned linux-base version 4.3~bpo8+1. Now, it doesn't mention it at all. This is presumably part of cruft removal, since jessie-security does contain an even newer version, 4.5~deb8u1. linux-image-4.9.* require newer linux-support than is available in plain jessie. As a result of all this, the installer removes the 4.9.x kernel because its dependencies can't be satisfied. The machine then tries to reboot into some much older kernel. The osstest installer system does not use jessie-security and I think there was some reason for this which I have forgotten right now. Maybe the security repositories were awkward to cache - but nowadays we have a different approach to this caching. I will investigate putting <suite>-security back.
