Looking at the history of this test on this branch, I see that it did succeed on exactly 3 flights (for comparison, it has never succeeded on master, 4.11, or 4.10). I don't think this should be used as a justification to prevent a push, but I can see that setting up suitable rules/heuristics might be difficult. Force push?
