The arm64 jobs are blocked because of the missing ocamlopt package. I think
testing Xen 4.8 would be good so we may want to backport the patch 4d0240e033
"tools: ocaml: In configure, check for ocamlopt". I have noticed similar build
failure on Xen 4.7 (Xen 4.6 does not seem to have arm64 test).

If we don't backport the patches, then it would be better to disable the jobs
rather than wasting resource on failing test.

Any opinions?
