It just means the config variable literally `Repos'.  From README:

  Repos              Full path to a temporary directory where repositories
                     can be cloned. This is needed for anything which uses
                     cr-daily-branch, including "./standalone make-flight"
                     and "standalone-generate-dump-flight-runvars".
