Given how much difference there is between ARM and x86 APCI it's not
clear whether we should try to do this now. Only a couple of tables may
be in common.

I suggest we wait with trying to merge this until PVHv2 dom0 support is
there and then see what we can do with both userland and hypervisor/dom0
ACPI.
