I know this bug, I had a patch to fix a similar bug,  I think Jianzhong means:

xl pci-detach $DOMID $VF_BDF1
xl pci-attach $DOMID $VF_BDF1
xl pci-detach $DOMID $VF_BDF1
xl pci-attach $DOMID $VF_BDF1
...
