What has changed in your setup? I guess it's only Xen? Do you use the
same OVMF image all the time?

If the only thing changed is Xen, I would suggest you bisect the
hypervisor. There were a bunch of changes in emulation code there.
If you don't have a base line version, I will try to come up with one
for you.

Thanks for reply, I did other tests and I found that having empty harddrive boot from cdrom correctly also with omvf, the problem seems that not cosider boot option at all. I did also few tests about ovmf and if I remember good is the first time I try to boot from cdrom on domUs with harddrive not empty, other time I did it only for system install, then is probable that the is present also in older xen and ovmf versions.
