In this case we shouldn't report "identity" for pfns above maxmem, too. Otherwise we could change behaviour of the kernel regarding PCI passthrough just by changing CONFIG_XEN_BALLOON_MEMORY_HOTPLUG_LIMIT which doesn't sound right.
