Reuse host prevents host reinstall.
'Reuse Xen' here I mentioned is not to re-invoke ts-xen-install in sg-run-job. 
In sg-run-job, once it invokes ts-xen-install, the latter will install Xen on 
host; not compiling it, which is done in build-* job.
