Inadvertent use of target_command_root and friends, when builds should
run as the osstest user. osstest doesn't have root on the ARM build box
so this failed.

This indicated a bug in my ap-fetch-version-old -- it was actually using
the main libvirt.git not the output of the push gate. Also I'd forgotten
to push an initial baseline to push gate output, which I've now done.

I've fixed both of these and am giving it another go.
