Yup, I'm using the evaluation version which requires you to build the
models with sgcanvas.

I can't run the model directly like you are to print the version (I
use model_shell instead) but when I build the model it says:

Fast Models
System Generator 8.3.039  (Nov 19 2013)
Copyright 2000-2013 ARM Limited.
All Rights Reserved.
$PVLIB_HOME = /path/to/FastModels/FastModelsPortfolio_8.3 (Version = 8.3.44)

So it seems to be around the same version.

I think you're right that this is most likely a model issue -- thanks
for confirming there is nothing glaringly wrong in my Xen/Dom0 logs. I
am going to make sure I have all the build dependencies sorted out
correctly and reinstall/rebuild the model again in a fresh chroot.
I'll report back shortly with how that goes in case anyone else comes
across this issue!
