And indeed CONFIG_PACKET and CONFIG_FILTER are not enabled. I'll send a
patch to make sure these are enabled (x86 gets it from defconfig I
think) these, but what's weird is that the exact same kernel booted on
the host and appears to have done DHCP without complaint...
