I have tried to remove the !! and gcc complained:
decode.c:52:28: error: overflow in implicit constant conversion
[-Werror=overflow]
         bool_t sign = (hw1 & (1 << 8));
                            ^

This is because bool_t is defined as char so the value will overflow.
