In Xen 4.3 this is already correctly using ${SBIN_DIR}. Perhaps you
forgot to update your initscripts?

XENSTORED_ROOTDIR is the directory containing the TDB database, and not
the xenstored binary. /var/lib/xenstored remains correct for this.
