Yes, Xen hypervisor (xen.gz) is already using the CPU virtualization extensions,
so they're not available (for KVM) in dom0 kernel. 

What you could do is create a Xen HVM guest with Nested Virtualization enabled,
then you should be able to run KVM in the VM.
