I think the big reason is that the core xen.org project focuses primarily on cpu virtualization, and tends to leave the disk management things to be handled in other layers (e.g., filesystem, LVM, &c). XenServer / XCP take a more product-view / holistic approach, which is why they have implemented support for both integrated storage management and storage migration.
