The 32 bit hypervisor is no longer supported/available in xen-unstable. 

However you should be able to build the 64-bit hypervisor on a 32-bit OS
which has a biarch compiler (most do these days, although Fedora 8 is
pretty old now). You might need to "make XEN_TARGET_ARCH=x86_64
dist-xen" or something similar.

The 32-bit tools are still supported in a 32-bit dom0 and 32-bit guests
generally are still supported.
