As we've discussed elsewhere, this is appearing in this test due to
the box having forgotten that it is supposed to boot from the network.
This plus the Xen bug you see means it has got stuck in a reboot loop
despite the test system's attempts to reuse the box.

We think the Xen bug showed up in 13848:
