This seems to be a real failure, although it's a bit mysterious.

It has done 6 repetitions of the 10x localhost migration by this
point; rep 6 took 108 seconds.  Each of these prints a message like
this:
  libxl: error: libxl_blktap2.c:80:libxl__device_destroy_tapdisk: Failed to 
destroy tap device id 6379 minor 7: Input/output error
  libxl: error: libxl.c:1465:devices_destroy_cb: libxl__devices_destroy failed 
for 13

Repitition 7 proceeds apparently OK until it would normally print the
first of those messages and then seems to hang.  After 400s the test
harness gives up and calls it a failure.

The logs seem quite uninformative.  I looked at the host serial and
kernel logs, and the xl and qemu logfiles.  Both domains exist; the
migrated-away domain has been renamed and is paused.

This shows Windows at the login screen but it unaccountably isn't
listening on the special xenrt agent port.
