The effect of this that in the default build, lots of files move about
in dist/install, generally from dist/install/usr/local to
dist/install/usr.

Now our build tree output locations are perhaps haphazard but I don't
think changing them at this stage of the 4.2 release cycle is
appropriate.

We should revisit this when 4.3 development is open.
