[Xen-devel] 24860:a19c6d90fd41 ("build: add autoconf to replace custom checks in tools/check") breaks pv guest kernel decompression

tools/check/funcs.sh got removed by this c/s, yet is being used by
tools/libxc/Makefile to determine decompression library availability.

It's not immediately clear whether restoring the file is an appropriate
solution, or whether the needed functionality should be extracted in
some form.
