I build Xen on a machine which doesn't actually run Xen and therefore
doesn't have brctl installed, I don't think this is unreasonable since
brctl is a runtime not compile-time dependency.

I think we should remove the test from configure -- although it does
make me wonder (perhaps too late) if we shouldn't have kept the existing
install time checks.
