Have you tried native compilation? I get:
        $ make -C xen
        make: Entering directory `/local/scratch/ianc/devel/xen-unstable/xen'
        make -f Rules.mk _build
        make[1]: Entering directory `/local/scratch/ianc/devel/xen-unstable/xen'

/local/scratch/ianc/devel/xen-unstable/xen/arch/armv7l/Rules.mk: No such file
or directory
        make[1]: *** No rule to make target
`/local/scratch/ianc/devel/xen-unstable/xen/arch/armv7l/Rules.mk'.  Stop.

I presume this is because of:
        $ uname -m

The following fixes it for me and matches what Linux does.
