PHYSDEVOP_pirq_eoi_gmfn changes the semantics of PHYSDEVOP_eoi. Introduce PHYSDEVOP_pirq_eoi_gmfn_new, that is like PHYSDEVOP_pirq_eoi_gmfn but it doesn't modify the behaviour of another hypercall.
